I need help with this command I.E. how do you place points manually?

I don't understand your question. FPOINTE doesn't place point. It exports the coordinates points of your hangers to an external file used by a robotic total station or other layout tool.

Correct, but i need to place points manually so when i use Fpointe I can export those points I placed manually.

You can place points manually by selecting them from your service palate and placing them where you want in the drawing and then you use the Fpointe command to export the data that you placed. Things like Hangers sleeves and some fixtures have pointes built in so you don't need to place layout points on those.
