10% used to be a given.

 That is not the case in LA anymore, in fact its almost 1/2 of that (or worse).

Why is that worse.   Lower costs means we are getting better or the software is getting better.   I am not making less than I was 5 yrs ago.   Up here in Canada is is very hard to find people who can do this work effectively and efficiently.

Sending it offshore has not worked at all.  Without exception every job that has tried that ends up with huge problems and huge costs.
