AutoCAD 2015 Pallets don't stick

I have several pallets docked to the left (layers, sheet sets, properties, and xrefs).  When I restart, they get set in a different order than I had arranged (sheet sets, layers, properties, xrefs).  What gives?

I am having the same issue with my docked pallets.  I'm so used to having them a certain way in the past.  It really disrupts my drawing as i am now always going to the wrong docked pallet.  I have tried everything i know of to find a solution to the problem but have come up short.  Have you come across anything yet to fix the issue?

Another thing that I am noticing is that the CADmep toolbar doesn't stay where I want it.  I have tried locking the toolbars but when I restart AutoCAD, there it is.

The frustrating thing is that it locates right next to the pallets.  I go to the toolbar and oops, the pallets get activated.  Frustrating.

Have you tried File->Exit instead of the X in the upper right corner?  I seem to remember that if you use the X, Windows does not remember any changes in menu arrangement.  But it does if you use File->Exit.

The CADmep Toolbar never remembers where you move it no matter what.

my CADmep toolbar stays in the same place every time.  I have tried the File-> Exit and my docked pallets still arent in the same place where i placed them.  I have learned to just leave them where they go for now until i can find a fix.

Doesn't work here either.

I actually logged this issue with Autodesk.  They were able to replicate it on their end and sent it on to their development team
