Issues with Transform

I am having troubles with aligning some models with the Units and Transform feature. The Y axis is not moving exactly where i tell it to. Its almost like its snapping to a certain spot. Has anyone had any issues like this? Something is bugging out

Go into your settings and switch your units to decimal inches and try that and see if your transform sticks.  I have had it where negative feet and inches would change on its own.
