Blocks have wrong scale when inserted

On one of our stations we are inserting an attributed block from the tool palettes and it is coming in with the wrong scale. We can go to properties and change the scale to one and this fixes the problem. Does anyone know the command to eliminate this problem?

Try typing "insert" and see what the scale is set to in that dialog.

Check "insunits"    Should be set to 0

That doesn't need to be set to zero.  That controls what type of unit is used not the size.  It could affect the outcome but it could be set to other options other than zero.

That does affect it.I had someone starting with a metric template and everything i got had to be scaled up.Not sure if that's what's going on though
