Oval Collars not Developed

Hi all, been lurking for some time and now i could use a little help. I need an oval transition that i can specify not only offset width and depth dimensions but also need to be able to specify which side i want my specified dimension to come from.
CID#147 allows me to do this but there is a problem. Both the takeoff view and quick view show the collars on the end of the fitting but when i look at the development there is no collar whatsoever.
I have checked every option i can possibly think of pertaining to oval/round developments and i am out of ideas .
I have tried patterns 102,122,132 & 163 and they will give me collars but not the option i listed above. It may be something simple i am overlooking and any insight from anyone out there would be most welcome.

It's set to cut round and oval colars

I don't get collars on that CID either.
I use CID#163, and do the math to make offsets from left and bottom...
No options are given for CID#163.
I wish CID#147 did work. I like to work from the left top, for my entry.

Nope. Still can't get collars and i pondered doing the math but i was used to hand sketching the collars anyway so i might go that route until i come up with something else.
