Found the solution to the problem. I did just the opposite of hideselect. I did ISOLATESELECTEDINVP and selected all.
Now it turned everything on and hid what was not selected. Since I selected ALL by entering ALL on the command line everything stayed on.
I view this as a trick of the program.

layer 0 and defpoints both on and thawed?

Never a reason for these layers to be off or frozen.

I can't for the life of me figure out why I keep running into models with one or both of these layers frozen.  (1st world CAD problems).
