Setup Services/ Setup Services Local Editor

Good Day Everybody,

At the company Im working for we just got the CAD-Elec software, which I guess is a new one in the family because its hard to find info about it. Im trying to do the exercises within the manual that I got from the company. Im trying to create new a service but when I go to the "Setup Services or Setup Services Local Editor (Both are the same dialog box it just depends on the version I guess)". The create new service button is disabled as well as other buttons. Only the service information button is available. There is no info about this problem in the manual. How could I enable all the buttons? Hope somebody has an idea.

probably a privilege setting.  an administrator can change user privileges using umapuser.exe
